The harder question is how communities move from an approved program to a shovel-ready project, on their own terms.

An epidemic of mould and overcrowding
Cat Lake First Nation in northern Ontario declared a state of emergency in January 2019. Of roughly 700 residents, 87 homes needed demolition — consumed by black mould, bare wiring, cracked foundations. A 48-year-old woman died. Children were medically evacuated with respiratory illness. A 12-year-old asked for a closed casket, ashamed of her facial sores.
This was not an isolated crisis. As MPP Sol Mamakwa said: "There are a lot of Cat Lakes in the north." Band councillor Conrad Ritchie named it plainly: "It's like we have to be beggars in our own land."
Canada's response? A $10 million promise. Scratching the surface of a nationwide emergency decades in the making.
